Communal Conflagration

Deal X damage to any target. As this spell resolves and before damage is assigned, proceeding in turn order starting with target opponent, for each {1} a player pays, that player may increase or reduce this damage
by one. Repeat this process until all players have declared they will not pay more mana, then damage is assigned.
