Communism

When this card enters the battlefield, target the
player with the lowest number of cards in his or
her hand; put X Soviet Counters on this card,
where X is the number of cards in that player's
hand.
At the start of each player's upkeep, each player discards his or her hand and draws a card for
each Soviet Counter on this card. Each player
takes 1 damage for each card discarded from his
or her hand this way.
