Communist Revolution

During the upkeep of each player, put a Revolutionary Counter on target creature, artifact, enchantment or land. Until the end of turn, you control each target with a Revolutionary counter on it. At the beginning of each players end step, that player may pay {2} to put a Counter-Revolutionary counter on target creature, artifact, enchantment or land. For each target with a Counter-Revolutionary counter on it, controller must pay{1}in order to gain control of target.
