Complicated Upkeep

Whenever you pay a cumulative upkeep cost for
a permanent, remove an age counter from
another permanent you control then place an age counter on a permanent you control without cumulative upkeep.
Permanents you control with age counters that
do not have another cumulative upkeep cost have "Cumulative upkeep - tap a permanent you
control."
