Confusing Vortex

Whenever a player would draw a card, instead
that player puts a random permanent they don't control into their hand.
Each player can activate the activated abilities of permanents they don't control except mana
abilities.
Whenever a player discards a card, a random
player may play that card without paying its mana
cost.
