Constraint of Silence

Whenever an opponent draws a card, look at his
or her hand and choose a card from it. He or she discards that card. If he or she does, put a depletion counter on Constraint of Silence. If there are three or more depletion counters on Constraint of Silence, sacrifice it.

When you cycle Constraint of Silence, look at target players hand. You choose a card from it. That player discards that card.
