Consul of Anticipation has defender and
hexproof as long as there are no +1/+1 counters
on it.
Whenever an opponent casts a spell or activates
an ability during your turn, put a +1/+1 counter
on Consul of Anticipation. Scry X, where X is
the number of +1/+1 counters on Consul of Anticipation, then draw a card.
