Contest to Impress

Whenever a player casts a spell, if it has a converted mana cost less than the number of time counters on Contest to Impress, deal 2 damage to that player. If it has a converted mana cost greater than the number of time counters on Contest to Impress, put a time counter on Contest to Impress.
