Cops

Vigilance Cops enters the battle field with two robber counters.You can tap Cops and pay {b}{b} and gain a robber counter. You can also tap Cops and pay {b}{b} and get rid of a robber counter and use it as a +1+1 counter to put on any creature but Cops.
