Corrupt Taxation

Whenever an opponent casts more than one spell each turn, they must pay an additional {2} for each spell cast after the first. Otherwise, they lose 2 life.
Extort (Whenever you cast a spell, you may pay {w/b}. If you do, each opponent loses 1 life and you gain that much life.)
