Corrupting Oil

When you cast Corrupting Oil, attach it to a permanent. At the beginning of the controlling player's upkeep, that player may pay {p/b}{p/b}. If they do not, place a counter on that permanent. If a permanent has a number of counters on it greater than its converted mana cost, destroy it. The controlling player picks a new target for Corrupting Oil.
