You have no maximum hand size
Whenever you cast a noncreature spell,
draw a card.
At the beginning of each of your end steps, put
a Rampancy counter on Cortana. Then, if there
are 5 or more Rampancy counters on Cortana,
sacrifice it. Its controller puts the top 30 cards of
their library into their graveyard.
