Cosmic Ruling

Return all creatures to their owners hands, then
both players exile their hands face down, shuffled.
Each players turn they may draw a card from the exiled hand and reveal it. If it is one of the
returned cards, they may play the card with out spending its mana cost, if not then exile that card.
If Cosmic Ruling is destroyed or exiled before
both player's face down exiled cards are all drawn
then exile all cards on the battlefield.
