At the beginning of the upkeep, starting with the active player, vote for Wealth or Waste
For each vote for Wealth, every player puts two Treasure tokens under their control.
For each vote of Waste, each player sacrifices a permanent. You cannot sacrifice Treasure this way.
At the beginning of the end step, cycle worlds.
