Councillor Kathar

Council's dilemma - At the beginning of your
end step, starting with you, each player chooses knowledge or ignorance. If knowledge gets more
votes, each player draws a card. If ignorance gets
more votes or is tied for the most votes, each
player discards a card.
Whenever Councillor Kathar enters the battlefield, choose an opponent.
You control how the chosen player votes.
