Councillor's Policy

Will of the Council - Starting with you, each player
votes for Life, Truth, Power, Love, or Land. At
the beginning of each player's upkeep, that player
gains 5 life if Life got the most votes, draws a
card if Truth got the most votes, returns a
creature from their graveyard to their hand if
Power got the most votes, gains control of target
creature until end of turn if Love got the most
votes, and searches their library for a basic land
card and puts it onto the battlefield tapped
