CE enters the battlefield with 2 Sabotage counters
on it.
Whenever your opponent casts a creature spell, counter that spell and remove a Sabotage counter
from CE.
At the beginning of your upkeep, remove all
Sabotage counters from CE and sacrifice it, then
draw a card for each Sabotage counter removed
this way.
