During the start of the first players draw-step, put a control
counter on Coup D'etat if a player is Monarch. Whenever another
player becomes Monarch, remove all control counters from Coup
D'etat.
If there are 10 charge counters on Coup D'etat; Whichever player is
monarch wins the game.
