On a result of 5 or higher, return target nonland
permanent with mana value 3 or less from your
graveyard to the battlefield tapped. On a result of 4
or lower, put a quest counter on target permanent
you own and surveil 1. (Look at the top card of your
library. You may put it into your graveyard.)
