Court of the Soul

Judgment of the Court -- Whenever a
creature you control dies, starting with you,
each player votes ethical or unethical. If
ethical gets more votes or the vote is a tie,
draw a card. If unethical get more votes,
return that creature card from the graveyard
to your hand.
The court allows no death that is unjust.
