Crashing Neglect

At the beginning of your upkeep, flip a coin.
If you win the flip, each player draws two
cards. If you lose the flip, discard a card.
Whenever a player discards a creature card
with converted mana cost four or less, that
player puts it onto the battlefield under
their control.
