Crime Wave

Crime Wave enters the battlefield with two crime counters on it. When there are no crime counters on Crime Wave, sacrifice it.
At the beginning of each opponent's upkeep, create a 1/1 black Rogue token with menace.
That player may pay {2}. If they do, remove a crime counter from Crime Wave.
