Crowded Convention

Will Of the Council — Reveal 2 or more
permanents from your hand. Starting with you,
each player votes for a permanent. The
permanent with the most votes enters the battlefield under your control.
Repeat the process if 2 different permanents
were voted. You lose 2 life for each repeat
of this process. (If a tie occurs, all tied permanents enter the battlefield)
You can find anything in this place. Just not yourself.
