As long as there are less than 6 madness counters on creatures you don't control, Cthulhu isn't a creature.
At the beginning of each upkeep, put a madness counter on each creature you don't control. Creatures with 3 or more madness counters may not attack you or block creatures you control.
Cthulhu's power and toughness are each equal to
the number of madness counters on creatures you
don't control.
