When Cyclone Harry, Relentless Storm enters the battlefield, tap all creatures and nonland permanents. They don’t untap during their controllers' next untap step.

At the beginning of each upkeep, put a storm counter on Cyclone Harry. Then, if it has three or more storm counters, sacrifice it. When you do, destroy all artifacts and deal 3 damage to each creature and player.
