Cyclops's Ultimatum

As Cyclops's Ultimatum enters the battlefield,
put an eye counter on each player.
Whenever a player opens both eyes, remove all
eye counters from them.
Sacrifice Cyclop's Ultimatum: Put target nonland permenent who's controller has no eye counters
on them on the bottom of its owner's library.
Then remove all eye counters from all players.
Any player may activate this ability.
