Daedrum Of Dusk and Dawn

At the beginning of each upkeep, each player votes for dusk or dawn. If dusk got the most votes, creatures cannot attack this turn. If dawn got the most votes, creatures cannot block this turn.
If the vote is tied flip a coin, if heads dawn is chosen, if tails, dusk is chosen.
