Dawn of the Fearless Leader

At the beginning of your end step each player
votes for a player other then themselves. The
player with the most votes becomes the Fearless
Leader until your next end step. If the vote is
tied, you become the Fearless Leader until your
next end step.
Whenever a creature controlled by the Fearless
Leader attacks, that player may goad target
creature an opponent controls.
