Death Penalty

Whenever a players mills 3+ cards on a single mill, they choose one:
• Mill three additional cards (this card doesn't trigger).
• Place 3 Time Counters on a non-land permanent they control, w/o Time Counters.
• Subtract a Time Counter from a non-land permanent they control, w/Time Counters.
{bull} All other players gain 3 life.
