Apply these effects, in order, depending on the number of scarecrows you control:
•One or more: Creatures target player controls lose all abilities until their next end step.
•Three or more: Other nonland, nonartifact permanents target player controls lose all abilities until their next end step.
•Five or more: Target player cannot cast spells until their next end step.
