{4}: Destroy target creature with a bounty counter
on it. Any player may activate this ability.
Whenever a creature with a bounty counter on it
dies, draw a card then discard a card.
At the beginning of each player's upkeep, that
player puts a bounty counter on a creature
they control. That creature gains "When this
creature leaves the battlefield, each opponent
draws a card."
