Whenever players finish voting, for each player
who voted for a choice you also vote for, Debate
in the Council gets a Solution counter. If Debate
in the Council has 10 or more Solution counters
on it, you win the game.
Council's punishment -Whenever players finish
voting, each player who voted for a choice you
didn't vote for discards a card.
