Decaying Time

Decaying Time cannot be countered.
Place 3 Decay counters on every permanent on the battlefield, and every permanent enters the battlefield with 3 Decay counters on it. At the beginning of each player's upkeep, if Decaying Time is in play, they remove 1 Decay counter from every permanent they control. Whenever there are no more Decay counters on a permanent, exile it.
