Split second (As long as this spell is on the stack,
players can't cast spells or activate abilities that
aren't mana abilities.)
Will of the council — Target a spell on the stack. Starting with you, each player votes for sanction
or censor. If sanction gets more votes, the
targeted spell cannot be countered. If censor gets
more votes, counter the targeted spell.
