At the beginning of your upkeep, all permanents on the battlefield receive a phage counter. Creatures you don't control get -1/-1 for each phage counter, while creatures you control gain +1/+1 for each phage counter. Destroy any other type of permanent with two or more phage counters. If your opponent has no permanents, put a phage counter on them; they lose the game if they have four or more phage counters.
