Deal 3 damage to all creatures that all opponents control. If a creature would die this way, exile it instead. Tap all creatures dealt damage this way. They don't untap during their owner's next untap step. Exile all artefacts that all opponents control.
Energy gathered around Deltis in swirls. The swirls became more and more concentrated until Deltis released them, sending a shockwave through the city.
