At the beginning of your upkeep, each
player votes for peace or war and reveals
their decision at the same time. If war gets
more votes, creatures get +1/+0 until your
next upkeep. If peace gets more votes or the vote is tied, creatures get -1/-0 until your
next upkeep.
Let every free man have a say in this society.
