at the start of each upkeep, starting with you each player votes prosperity or commerce. If commerce wins, then the player who's turn it is reveals the
top card and their library and put it into their
hand if it is a non-land card. If prosperity wins,
then that player reveals the top card of their
library and puts it into their hand if it is a land
card.
