This spell cannot be countered. When this spell enters the battlefield, pool all lands. Then, flip a coin for each land. If heads, it stays the same. If tails, then it now says this:
{t}Add any color mana. The controler of Democracy gains one life and one colorless mana. If you control democracy, create a 1/1 white human soldier token.
Return all lands to their owners.
