Demonic Gamble

Will of the council - At the beginning of your
upkeep starting with you, each player votes for
blood or pain. If blood gets more votes, each
player sacrifices a creature. If pain gets more votes
or the vote is tied, each player reveals top card of
their library, put it into their hand, then loses life
equal to the converted mana cost of that card.
