Denly, the Barely Patient

At the beginning of your upkeep, each player exiles
the top card of their library with a patience counter
on it.

During each player's turn, that player may play
cards in exile with patience counters on them.

At the end of your turn, if there are 20 or more
cards in exile with patience counters, you win the
game.
