Devil of Excess

Flying, haste
At the beginning of each player's upkeep, that
player may pay 2 life. If they do, they reveal a
card from the bottom of their library and put it
into their hand, then they choose a player other
than you. Devil of Excess deals damage to the
chosen player equal to mana value of the card revealed this way.
