Devils Dice

At the beginning of your upkeep, each player
starting with you may pay any amount of mana.
Each player rolls X dice where X is the amount
of mana they spent. The player with the highest combined roll may put a creature with converted
mana cost equal to or less than the number
rolled from their hand onto the battlefield, it
gains haste, exile it at the beginning of the next
end step.
