Diplomatic Agreement

At the beginning of your upkeep you may
tap target creature, if you do, its controller gains 1 life.
Whenever a creature you control attacks or dies from attacking, you may tap a creature defending player controls. If you do, that creature doesn't untap during its
controller's next untap step.
