Dirge of the Xaxri

At the beginning of each player's upkeep, that
player may sacrifice a creature. If they do not,
put a -1/-1 counter on each creature that player
controls.
When a creature with a -1/-1 counter on it dies,
create a 3/3 black Elf creature token with
wither named Masked Anarch.
