Disagreement

Decree of the council - Starting with you each player votes for Draw or Treasure. If draw
gets more votes, each player draws 3 cards. If treasure gets more votes, each player creates 3 treasure tokens. If someone votes against the majority, they instead lose 5 life and must sacrifice 3 permanents. If there is a tie, no player receives any rewards.
