Discord, Chaos and Strife

+3: Target opponent draws 2 cards from any players library. That player may spend mana as though it were mana of any color to cast those spells.
+2: Each player flips a coin. Each player whose coin comes up heads, draws 1 card and loses 1 life. You and target opponent gain 1 life.
-13: Each player flips a coin. Gain control of X target permanents, where X is the total number of heads. Then Sacrifice X permanents.
