Discord Elemental

Cast Discord Elemental only if you haven't cast a spell this turn. As you cast it, tap all permanents and drain all mana from all mana pools.
When Discord Elemental enters the battlefield, if you cast it from your hand, for each spell and each other permanent, a player at random gains control of it. (If a permanent spell switches controllers, the permanent enters the battlefield under the new controller's control.)
