Dithka, Order Abolisher

Whenever a player casts their first instant or
sorcery spell each turn, counter it and exile it.
That player then reveals cards from the top of
their library until they reveal a card of the same
type. They then cast that spell without paying its
mana cost, and put all other cards revealed this
way on the bottom of their library in a random
order.
Whenever a player shuffles their library, you may
spend mana as though it were any color to cast
cards exiled this way.
