Doctrine of Fluidity can be your commander.
Eminence - As long as Doctrine of Fluidity is in
the command zone or on the battlefield, other
spells you cast cost {1} less to cast and activated abilites of cards you own cost {1} less to activate.
This effect can't reduce the amount of mana
a spell costs to play or an ability costs to activate
to less than one mana.
You may cast spells as though they had flash.
